I believe that you already know one of the tactics of increasing your traffic to your blog is comment on other blogs, but do you ever know that comment on high ranked post is the most ideal way and has higher chances to generate more traffic to your blog?
May be you do not know, these high ranked posts are probably getting many visitors from search engines which we called organic traffic. My advice is always comment with useful information and opinion, this may happen if readers see your comment and find it is interesting, then you will have high chances that readers will follow your link to your blog. Remember, leave your URL when commenting posts!
I think the challenge for most is “useful information”. People have the habit of thinking ‘If I know it, everybody already knows that.” Never the less it helps to leave relevant reminders that haven’t been mentioned before. And you can discover that your reminder is a new idea for many. Simply because they haven’t thought about it before.

Interesting. Let me ask you this. Where would you leave a comment? On a web site with PR1 with 4 links, or a web site with PR4 with 200 links?
I believe they are the same, therefore, Just looking for the highest PR site may be a waste of time.

If you think looking for the highest PR sites may be waste your time, may be you can do this way, leave comment to those posts which are related to your site. For example, if you site related to traffic building, then key in this keyword in search engines and filter them that appear among the first result, then leave comments on each.
Marketing your blog with thoughtful comments is never a waste of time, be it on a PR7 or a PR1. Not only might you gain a reader from the PR1, the blogger himself may become a reader and might write about something you wrote; who’s going to turn down a backlink?

This is depending on how lucky you are. I don’t have this luck so far
But one thing be sure that I have gained lots of traffic from the trackbacks in which I blog about their stuffs and put a link to refer to their posts (might be high ranked posts).
I have experienced both sides of the fence. Sometimes it works sometimes it doesn’t. I also noticed that the more trivial the topic is the more likely it will work. For example, in internet marketing industry ‘everything’ is considered a scam. No matter what you do say and offer, and no matter how actually good the product is, it is considered a scam. So commenting is also in most cases considered spam as soon as you include a link to something in your comment. Even if the link is not an affiliate link. If it is your own.
I say this activity is blog walking leave footprint. One most important to consider is “follow” link factor. We got both PR impact beside drive visitor from blog’s target.
